EMPLOYMENT HISTORY:

June 2007 – Present:  Metropolitan Washington Council of Governments (MWCOG) – Washington, DC: Air Quality Meteorlogist – Temporary Employment

Duties and Responsibilities: Air Quality (AQ) Forecasting - analyze meteorological data and provide alerts whenever conditions are conducive to production of high levels of ozone pollution in the DC Metropolitan Area.  Provide assistance to professional staff with duties associated with MWCOG’s environmental programs.  Program areas include sustainable development, energy management, and reducing greenhouse gas emissions.  Draft newsletters, collect and analyze data, prepare charts and graphs using Excel, create presentations using PowerPoint, assist with agenda development, meeting planning, coordination for Alternative Fuels Partnership forums, and a sustainable development conference.

Major Accomplishments:

  • Did daily meteorological analyses using data from model guidance, AirNow Tech data web portal, atmospheric sounding forecasts, and the NOAA Air Quality module to create 3-day color-coded AQ forecasts, providing alerts whenever conditions are conducive to production of high levels of ozone pollution in the DC area.
  • Maintained previous forecast data and observations for forecast verification. Kept track of how many air quality violations had been committed in the DC area. Prepared graphical presentations related to ozone code violations.
  • Analyzed historical air quality data to show that air quality, in terms of ozone, has improved since the 1970s.
  • Presented climatic temperature trends of the DC area since the 1940s using NCDC data as well as regional station data to a Greenhouse Gas Workgroup.  Compared data with IPCC, evaluated the quality of data for greenhouse emission analyses.
  • Utilized the ICLEI Clean Air and Climate Protection Software with appropriate CO2 emission factors to create a Greenhouse Gas Emissions Inventory for the Washington, DC metro area.  Also used the EPA’s State Emission Inventory Tool to calculate emissions resulting from energy and fuel consumption by mobile transportation.
  • Assisted colleagues and superiors with managing several different projects simultaneously, including helping draft a State Implementation Plan (SIP) regarding reducing fine particle emissions for submission to the EPA.

 

February 2007 – April 2007:  Science Systems and Applications, Inc. Headquarters – Landham, MD: SSAI Associate Research Scientist & Deputy Student Manager (Temporary Employment)

Duties and Responsibilities:  Evaluate and select student internship applications to the Humanitarian Development Program at NASA.  Create, manage, prioritize, and organize internship projects for DEVELOP.  Evaluate project progress against timelines and deadlines.  Collaborate with science advisors and project managers within NASA or at other federal agencies on ongoing work with the scientific projects for transitioning NASA research into Decision Support operations.

Major Accomplishments:

  • On February 2007, received a promotion to Associate Research Scientist under SSAI from the project team lead position.
  • Applied my research knowledge of Atmospheric Science while collaborating with NOAA about the requirements of the Advanced Weather Information Processing System (AWIPS) for improved support from NASA. 
  • Ran pilot projects to demonstrate the utilizing of NASA CloudSAT data by the AWIPS Decision Support System (DSS).
  • Successfully collaborated with researchers, science advisors, and other project managers, both within and outside of NASA, on projects for transitioning NASA data into the AWIPS DSS and the International TIGER Aquifer Project.
  • Successfully created, organized, prioritized, and managed several projects simultaneously, including completing four (4) formulation reports that demonstrate the transition of NASA research into a DSS via Rapid Prototyping Capability.
  • Successfully managed, reviewed, and selected student internship applications for interviews and hiring. 

June 2006 – February 2007:  National Aeronautics & Space Administration - Greenbelt, MD: Project Team Lead (Temporary Employment)

Duties and Responsibilities:  Manage a Solution Network (SN) team consisting of three DEVELOP student interns who work on projects of my responsibility, evaluating their progress and encouraging teamwork.  Project duties include designing a searchable Research Product Knowledge Database (RPKB), useable by the Decision Support System (DSS) that address public communities with environmental concerns.  Give project presentations to NASA Headquarters in Washington, DC.

Major Accomplishments:

  • Managed the SN team of DEVELOP student interns; conducting scientific research, producing a technical project report.
  • Helped design the RPKB via collaborating with the Mississippi Research Consortium (MRC) and Stennis Space Center. 
  • Presented project results to the Science Mission Directorate at the Langley Research Center and to NASA Headquarters.
  • Populated the RPKB with information relevant to Coastal and Disaster Management National Applications in the DEVELOP Program at the Goddard Space Flight Center and the Langley Research Center.
  • Investigated requirements of NOAA for improved NASA support to AWIPS involving relevant geophysical parameters.
  • Conducted research on Coastal and Disaster Management; evaluated, summarized, and critically analyzed scientific research publications.  Analyzed these publications for their potential utilization to the DSS.

June 2003 - January 2006:  SETA-II @ BAE Systems – Washington, DC: Systems Analyst; GS-11 Equivalent; Series 2210

Duties and Responsibilities:  Maintain UNIX/Linux-based BEOWULF Cluster and Windows 2000 Servers.  Run system updates, security audits, automated daily system backups, defective hardware replacements, and software installments as needed by various clients and customers.  Maintain central database consisting of data from the Federal Aviation Administration (FAA) as postulated by the SETA-II Contract.  Manage FAA Databases using Microsoft Access and Oracle. Use ArcGIS to represent FAA data in a graphical format.  Participate in testing of web-based applications.

Major Accomplishments:

  • Maintained the BEOWULF Cluster and Windows 2000 Server; automating system backups, replacing defective hardware, and conducting software updates.  Reduced the workload by 4-6 hours per day, saving $60,000+ in expenses.
  • Used programming to automate system, website, network, and database administration duties.  Languages used include C++, .NET, and Visual Basic to conduct ArcGIS mapping projects, such as aviation airways at various altitudes and 3-D maps of radars and restricted airspace.
  • Participated in web-based application testing by using test cases and documentation as well as applying my critical thinking skills to evaluate the performance of the web-based applications, built using Cold Fusion.
  • Created Documentation for all changes and updates made to the BEOWULF Cluster and to the Windows 2000 Server. Also wrote How-To documentation for future employees unfamiliar with the LAN.

May – November 2002:  FAA Computer Security Incident Response Center (CSIRC) – Leesburg, VA: CO-OP Information Systems Specialist

Accomplishments:

  • Administered the FAA Information Portal, a real-time warning system for security intrusions of the FAA network.
  • Assisted in deploying eight (8) eTrust Intrusion Detection System (IDS) Engines at various locations in Washington, DC and Northern Virginia. My assistance and speed of task completion vaulted CSIRC several months ahead of schedule.
  • Set up an automated system-wide backup procedure and storing important data, reducing the procedure from seven (7) hours to less than one hour, eliminating any tedious and labor-intensive manual intervention, cutting labor costs.
  • Used MS Word and Visio to create documentation on using the Information Portal.  Showed that the FAA Information Portal is valuable for protecting FAA data, tracking vulnerabilities, and detecting intrusions in real-time.
